Police illegally obtaining DNA to create pre-crime suspects

A former police superintendent has admitted to there being an official policy of arresting people just in order to obtain their DNA.


A report by the government advisory body the Human Genetics Commission (HGC) has revealed that three-quarters of young African men have their DNA stored on the police national database (NDNAD).

Meanwhile crimes being solved by the use of DNA technology continue to fall calling into question justifications put forward by the police and politicians about their benefits to the public.

The pre-crime approach now being used by British police forces marks a major shift away from the traditional ‘policing by consent’ model and implements a system where officers act with the presumption of guilt of innocent pre-suspects even before an actual crime has been committed.

A recent report published by the Equalities and Human Rights Commission states “Estimates suggest that [African] men are about four times more likely than [european] men to have their DNA profiles stored on the police NDNAD.”

Pre-crime suspects now official policy in UK

There are now almost five million samples on the national database. Almost a million of them are known to be of innocent people.

The HGC Chair, Professor Jonathan Montgomery, said;

“DNA evidence plays a significant role in bringing criminals before the courts and securing convictions. But it is not clear how far holding DNA profiles on a central database improves police investigations. We have to strike a proper balance between identifying offenders and protecting privacy, including that of innocent people - we should not compromise that privacy without good reason.”
It is believed that because the National DNA database has developed without a specific act of parliament, “function creep” over the years has transformed it from a database of offenders into one of suspects.

Toyin Agbetu from Ligali, the pan African human rights body states;

“What we have here is a government sanctioned national DNA database, where in essence, prejudiced police officers are stealing DNA samples from the public under false pretence, just in order to add innocent suspects to their unregulated, unethical and ethnically biased pre-crime detection system... I think any right minded person would be horrified to see the results of any minority reports.”

In August 2009, the Association of Chief Police Officers sent advice to senior police officers telling them to ignore a landmark ruling by the European court of human rights.

The ruling by the european court of human rights was in rightful opposition to the illegal retention of DNA profiles of innocent people on the governments national DNA database.

On 25 August, over 180 innocent African children were detained, searched and held in custody by police force officers armed with machine guns.

In the Ligali online forums Agbetu argues;

“Whilst many of us were sleeping and being distracted by social networks such as Facebook, Twitter and entertained by clips on YouTube, as we and our children became immersed playing extreme murder simulator “video games” such as Call of Duty 4: Modern Warfare, we have found ourselves facing this very real Dystopian Agenda - this nightmare of modern warfare, this abuse of our civil liberties and human rights.

The real question now is, how long shall we turn the other cheek as they wage war on our children?

When do we collectively wake up, step up, and join up with those doing community focused work, a call of duty to protect all of us from harm?
